One of the questions that visitors on a spree in Tokyo ask me the most is "Ya there a travel card valid for one day semaine/10 etc.?" The answer is clear: no.
However, after the arrival of PASMO, the Japan Rail have made a real effort and henceforth, the tourist can buy Tokyo SUICA & shall not exercise his card at the airport.
The principle: 3.500 yen (slightly more than the price of a one-way Narita Express), one receives a card Suica rechargeable 2000 yen (500 deposit), used throughout the network train / subway / bus from March 18 AND a one-way (in Narita Express so) for the capital.

The site specifies only that the card is valid for holders of non-Japanese passport so the doubt.
I imagine that JR is nonetheless smart enough to have also restricted to holders of a reentry permit.
